The Department of Public Works and Highways (DPWH) and Public-Private Partnership (PPP) Center, with the support of Rebel Group International BV through the Project Monitoring and Development Facility, is developing the PPP project study for the Rehabilitation / Reconstruction / Improvement, Operations, and Maintenance of the Kennon Road Project (the “Project”). The Project involves the major rehabilitation and operation of the 33-km Kennon Road in the Cordillera Administrative Region (CAR) to provide convenient, safe, and all-weather access to Baguio City.

As the project study is being finalized, DPWH is conducting another round of market sounding webinar to solicit insights and feedback on the project terms from interested private sector investors. Towards the end of 2021, the Project Team conducted market sounding interviews wherein developers, operators, and banks provided inputs and suggestions to make the project viable and attractive to the private sector. Nearing the finalization of project study, the team now intends to gather feedback and validation on the project’s proposed components and structure.
