​Legal Framework

Republic Act No. 11966, also known as the Public-Private Partnership Code of the Philippines, has granted authority to the PPP Center, established through Executive Order (EO) No. 8 (s.2010), later amended by EO No. 136 (s. 2013), and further revised by EO No. 30 (s. 2023), to provide advisory services, technical assistance, coordination, and monitoring for PPP projects. Additionally, it requires the PPP Center to perform completeness checks for all unsolicited project proposals, and conduct training and capacity-building activities for various Implementing Agencies, Local Government Units, Approving Bodies, and other pertinent government stakeholders involved in PPPs. These services cover all stages from project preparation and development to implementation.
