Project Monitoring

Pursuant to Republic Act No. 11966 or the PPP Code of the Philippines, the PPP Center is mandated to coordinate and monitor all PPP projects in the country. To strengthen government oversight throughout the PPP lifecycle and ensure the performance of all contractual obligations, identify potential problems, avoid delays and additional costs, and ensure the attainment of project objectives, the PPP Governing Board issued the PPP Project Monitoring Framework and Protocols pursuant to the PPP Code of the Philippines and its Implementing Rules and Regulation. The Resolution establishes clear mechanisms for monitoring PPP Projects from development to implementation, identifies the information and documents required for effective performance monitoring, establishes a responsive project information management system, and ensures a holistic and whole-of-government approach to monitoring PPP projects.

The PPP Center, through its Project Monitoring Service (PMS) also provides technical assistance to Implementing Agencies (IAs) in the course of project implementation. The Center’s involvement in facilitating the movement of projects includes identification and resolution of project issues, conduct of site inspections, and participation in project steering committee meetings, among others.

The PPP Center also maintains a consolidated and updated database of all awarded PPP Projects, pursuant to its function as the central repository of all PPP project information. Said database can be accessed through here [https://ppp.gov.ph/project-dashboard/].

RISK MONITORING
The Risk Monitoring Division (RMD) under the PMS serves as the PPP Center’s lead unit in overseeing fiscal risk management across the PPP portfolio. Its core functions include ensuring that mechanisms are in place to maintain fiscal sustainability in the delivery of infrastructure and development services through PPPs, monitoring project risks and contingent liabilities, and supporting oversight government exposure arising from PPPs.

The RMD is responsible for the management and administration of the PPP Risk Management Fund (RMF), in accordance with Section 27 of the PPP Code and Section 167 of its IRR. The creation of the RMF aims to address fiscal sustainability while allowing the Philippine government to finance its obligations arising from contingent liabilities of PPP projects.

In carrying out its functions, the RMD undertakes systemic monitoring of project risks and contingent liabilities through the development and use of risk assessment tools to estimate potential fiscal impacts. The RMD also provides technical assistance to Implementing Agencies to strengthen their risk mitigation plans and assess whether these measures sufficiently limit the government’s fiscal exposure.

Pursuant to Joint Memorandum Circular No. 2018-01 issued by the Department of Budget and Management and the PPP Center, the RMD regularly consolidates and submits reports on projected and actual spending for PPP projects, as well as contingent liabilities, to the appropriate oversight agencies. These submissions form part of the Annual Philippine Fiscal Risks Statement of the Bureau of the Treasury on PPPs and other contingent liabilities.
