Republic Act (RA) No. 11966, or the Public-Private Partnership (PPP) Code of the Philippines, and its Implementing Rules and Regulations (IRR), establishes the unified legal framework governing the development, approval, procurement, and implementation of PPP projects in the country at both national and local levels. This landmark legislation clarifies the ambiguities in the Build-Operate-Transfer Law, which was last amended in 1994, and other PPP legal frameworks that were issued prior to the effectivity of the PPP Code.
The PPP Code was signed into law on December 5, 2023, and came into effect on December 23 of the same year. After its ceremonial signing on March 21, 2024, its IRR was published in a newspaper of general circulation on March 22 and became effective on April 6, 2024.
This handbook retains original references used at the time of the passage of the PPP Code and its IRR. However, certain references have been updated following the enactment of RA No. 12145 or the Economy, Planning, and Development Act, effective April 27, 2025, and RA No. 12009, or the New Government Procurement Act, which took effect on August 13, 2024.
