Pursuant to Section 24 of the Republic Act No. 11966 or the Public-Private Partnership (PPP) Code of the Philippines, and Section 154 of its Implementing Rules and Regulations (IRR), the PPP Center, through its Policy Formulation Division (PFD), primarily recommends plans, policies and implementation guidelines related to PPPs, in consultation with appropriate oversight committees or agencies, Implementing Agencies, the private sector, and other relevant stakeholders. This function is primarily aimed at identifying and addressing policy gaps in the existing PPP process, crafting the necessary guidelines that shall be issued pursuant to the provisions of the PPP Code and its IRR, and ultimately supporting the effective implementation of PPP projects that are currently in the pipeline.

Under the referred sections under the PPP Code and its IRR, the PPP Center, through the PFD, is also responsible for preparing and drafting policy-matter opinions for approval of the PPP Governing Board in response to requests by government agencies and private entities on inquiries related to provisions under the PPP Code and its IRR, thereby ensuring clarity, consistency, and proper guidance in the execution of PPP-related activities.
