The Rehabilitation/ Reconstruction / Improvement, Operation, and Maintenance of the Kennon Road Project is undergoing another round of consultation with potential private sector partners through market sounding activities from November 22-29, 2021.

The results of the market sounding activities will form part of the feasibility study (FS) being conducted by the Department of Public Works and Highways (DPWH), the Public-Private Partnership (PPP) Center, and the project’s transaction advisor RebelGroup International BV. The activities will gather feedback and suggestions from the industry on technical considerations, contract structuring elements, and their experience in PPP in the road sector.

The FS includes the conduct of demand and market research, technical assessment, risk assessment, legal and institutional analysis, gender assessment, and analysis of needs, environmental impact assessment (EIA), and land acquisition and resettlement studies.

On October 5, 2021, stakeholders and officials from the local government units of Baguio City, Tuba, Rosario, and Pugo participated in an online public scoping exercise as part of the EIA process. Participants were asked about their concerns, insights, and suggestions on the project. A general perception survey was also conducted earlier in June 2021 to get feedback from the general public.

The project preparation and transaction advisory is being undertaken through the PPP Center’s Project Development and Monitoring Facility with DPWH as the implementing agency.

DPWH envisions the Project to prevent and mitigate slope disasters, maintain the quality and structural integrity of Kennon Road, and introduce sustainable and resilient measures. The project will also improve travel time and provide a reliable alternate road to Baguio City, which will ultimately contribute to the growth and development in the area.
