MANILA – The Department of Public Works and Highways (DPWH) is inviting interested parties to submit their comparative proposals for the Tarlac-Pangasinan-La Union Expressway (TPLEX) Extension Project.

Both local and international companies are invited to submit their comparative proposals under a Comparative Bidding Process to finance, design, construct, operate, and maintain the TPLEX Extension Project under a 34-year concession period.

The comparative bidding for the project will be conducted in accordance with the procurement rules and procedures applicable for unsolicited proposals set out in Republic Act No. 6957, an Act Authorizing the Financing, Construction, Operation and Maintenance of Infrastructure Projects by the Private Sector, as amended by Republic Act No. 7718, otherwise known as the Philippine BOT Law and its Revised 2022 IRR.

Instructions to Comparative Proponents and other relevant qualifications and tender documents will be available from December 6-20, 2023, to be released by the DPWH Pre-qualification, Bids and Awards Committee (PBAC) Secretariat.

This TPLEX Extension Project, which will be implemented through public-private partnership (PPP), is a 59.4 km 4-lane toll road which will start from the TPLEX in Rosario, La Union and will terminate at San Juan, La Union. This project is among the 197 Infrastructure Flagship Projects (IFPs) of the Marcos administration.
