A DRAFT manual has been released to encourage public-private partnership (PPP) at the local level.

 The draft of the document, entitled “A PPP Manual for LGUs: Understanding PPP Concepts and Framework,” was posted on the Web site of the PPP Center on Feb. 8.
The manual provides the policy and legal framework for PPPs while identifying the roles of agencies and committees in program implementation.

It also provides a list of eligible projects and tools which local government units (LGUs) can tap in assessing readiness for PPPs.

“This PPP manual expands the definitions, frameworks and tools from the build-operate-transfer (BOT) scheme to PPP,” Eleazar E. Ricote, director of the PPP Center’s Capacity Building and Knowledge Management Service, was quoted on the Web site.

The manual includes a matrix of the nine modes of PPP, namely: BOT, build-and-transfer, build-own-and-operate, build-lease-and-operate, build-transfer-operate, contract-add-and-operate, develop-operate-and-transfer, rehabilitate-operate-and-transfer and rehabilitate-own-and-operate.

In a phone interview, Mr. Ricote added that the PPP Center has engaged the Development Academy of the Philippines, the National Economic and Development Authority and other agencies in coming up with the manual, which is expected to be finalized by midyear.

“We are hoping that this will help LGUs come up with PPP projects which are effective and may be easily replicated,” he said. — Kim Arveen M. Patria
