Consolidated List of Investment Programs (CLIPs)

The Consolidated List of Investment Programs (CLIPs) refers to an integrated compilation of national, local, regional, and sectoral investment programs such as, but not limited to, the Public Investment Program (PIP), Three-Year Rolling Infrastructure Program (TRIP), Infrastructure Flagship Projects (IFPs), Regional Development Investment Programs (RDIPs), Provincial Development Investment Programs (PDIPs), City Development Investment Programs (CDIPs), Local Development Investment Programs (LDIPs), Annual Investment Programs (AIPs), Land Use Development and Infrastructure Plan (LUDIP), Institutional Development Plan (IDP), and their successors.

Under Section 13 of the Implementing Rules and Regulations (IRR) of Republic Act No. 11966 or the Public-Private Partnership (PPP) Code of the Philippines , Implementing Agencies (IAs) shall refer to CLIPs in identifying and developing PPP Projects, to ensure alignment with national, sectoral, and strategic development priorities of the government.]The submission of approved investment programs must be sent to the Department of Economy, Planning, and Development (DEPDev) (formerly National Economic and Development Authority) and the PPP Center within thirty (30) calendar days from the effectivity of the IRR on April 6, 2024 and must be published on the official websites of the DEPDev, the PPP Center, and the IA within twenty (20) calendar days from the final day of submission. Updates to the CLIPs shall be published by the same within five (5) calendar days from receipt of such update to ensure transparency and accessibility. Section 14 of the IRR Only projects that are included in the CLIPs may be included in the List of PPP Projects.

The CLIPs also serve to help the private proponents by giving them early visibility into bankable and priority infrastructure opportunities.

This webpage serves as a public repository of the most current CLIPs submitted by various IAs, thereby supporting project identification and facilitating private sector participation in priority development initiatives.
