Seven groups on Monday submitted pre-qualification documents to the Department of Transportation and Communications for the P17.5-billion Mactan-Cebu international airport public-private partnership (PPP) project.

Transportation Undersecretary Atty. Jose Perpetuo Lotilla enumerated the consortia and their members:

MPIC-JGS Airport Holdings Inc. – The Pangilinan-led Metro Pacific Investments Corporation and Gokongwei’s JG Summit lead this consortium, which includes the ADLMS MCIA, Manila North Tollways Corp. (MNTC), Leighton Contractors Philippines Inc., European construction firm Bouygues Batiment International, Hyundai Engineering and Construction Co. Ltd, EGIS Avia, Pascal+ Watson Ltd, Advanced Logistics Group, Prointec SA, Ove Arup and Partners Hong Kong Ltd, Integrated Designs Associated Ltd, DP Architects Pte Ltd, and Woodhead Pte Ltd, as well as French-owned Aeroports de Lyon and OVE Arup Group.

AAA Airport Partners – The group is led by the Ayala and Aboitiz Groups with consortium member A2 Airport Partners, ADS & HAS Airports Worldwide Inc., Hedcor Sibulan Inc., Therma South Inc., AP Renewables Inc., Daewoo E&C Co Ltd, Makati Development Corp., Obrascon Huarte Lain SA, Bouygues Batiment International, Ineco Ingeneria Y Economica del Transporte SA, Paymacotas Sau, Ove Arup and Partners Hong Kong Ltd, Over Arup and Partners International Ltd, Integrated Design Associates Ltd, DP Architects Pte Ltd, CHZM Hill International Ltd, Corgan Associates Inc., and Aboitiz Equity Ventures as well as Houston Airports Partners and the OVE Arup Group.

Filinvest-CAI Consortium – The group is led by Gotianun’s Filinvest Development Corp. and its foreign partner Changi Airports MENA Pte Ltd. Partners include Filinvest Land Inc., Filinvest Alabang Inc., Cyberzone Properties Inc., EEI Corp., Bougues Batiment International, CPG Consultants Pte Ltd, Woods Bagot Pty Ltd, Meinhardt Philippines Inc., and Changi Airports Saudi Ltd.

SMC-Incheon Airport consortium – San Miguel Corportaion and the Incheon International Airport Corp. form this consortium, which includes Optimal Infrastructure Development Inc., Mactan Capitana Holdings Inc. and Skylake Incuvest & Co. Partners are Kumho Industrial Co. Ltd, Keun Jeong Architects and Engineers Co Ltd, and Aecom Asia Co Ltd.

First Philippine Airports – The group is an alliance between First Philippine Holdings Corporation and New Zealand-based Infratil Asia Ltd. Partners include Infratil’s Wellington International Airport Ltd and NZ Airports Ltd, Rockwell Land Inc., Fentress Architects Inc., Buro Happold Consulting Engineers Inc., OVE Arup and Partners Hong Kong Ltd, Mott Macdonald Ltd, and First Balfour Inc.

Premier Airport Group – This consortium is led by SM Investments Corp. and includes Citadel Holdings Inc., Zurich Airport International AG, and Prospector Investment Holdings Inc., SM Prime Holdings Inc., DM Consunji Inc., and Flughafen Zurich AG.

GMR Infrastructure Ltd-Megawide Construction Corp. – The consortium between Megawide and India’s GMR Infrastructure also include Delhi International Airport (P) Ltd, GMR Hyderabad International Airport, GMR Airport Developers Ltd, BL Kashyap and Sons Ltd, Vijay Nirman Co. (P) Ltd, Ove Arup and Partners Hong Kong Ltd, Louis Berger Group Inc., Foster + Partners, and Mott Macdonald Ltd.

The Mactan-Cebu airport is situated on a 797-hectare property and has a 3,300-meter runway complemented by a full-length taxiway.

The PPP Center described the Build-Rehabilitate-Operate-Transfer (BROT) project as involving “the construction of a new world-class passenger terminal building in MCIA, with a capacity of about 8 million passengers per year; and the operation of the old and new facilities. The construction of a new world-class passenger terminal, including all related facilities, is proposed to separately cater to domestic and international operations.”

On May 17 the technical working group will announce the consortia that have pre-qualified for the bidding. — BM, GMA News
