The Government of the Philippines, thru the Department of Public Works and Highways (DPWH), has recognized the need to address flooding and facilitate flow in the western coastal communities along Laguna Lake, from Taguig in Metro Manila to Los Banos in Laguna, and hereby announces the launching of the tender of the Laguna Lakeshore Expressway-Dike Project (LLEDP).

The LLED seeks to achieve the following activities:

  • To mitigate flooding and improve the living conditions in the western communities along Laguna Lake.
  • To ease traffic flow and the transport of goods and services to and from Metro Manila, Laguna, Batangas and Quezon, thus spurring additional economic activity.
  • To create productive land and create opportunities for developing a new business and residential area on reclaimed land, to enhance regional and urban development.

In view of this, the DPWH is inviting local and international companies to pre-qualify to bid to finance, design, construct, operate, and maintain the LLEDP.  The Project involves:

  • Construction of a 47-kilometer flood control dike on top of which will be a six-lane expressway, on an off-shore alignment 500 meters away from the western shoreline of Laguna Lake, including interchanges, bridges, floodgates, and pumps, from Taguig to Los Banos; and
  • Reclamation of 700 hectares west of and abutting the expressway-dike, separated from the shoreline by a 100-500-meter channel, in Taguig and Muntinlupa.

The international competitive public bidding for this Project will be conducted in accordance with the procurement rules and procedures for public bidding set out in the Philippine Build-Operate-and-Transfer (BOT) Law (Republic Act No. 6957, as amended by Republic Act No. 7718) and its Revised Implementing Rules and Regulations.

The Two-Stage/Two-Envelope System for the open solicitation of bids under the BOT Law will be applied.  In this process, Bidders are first prequalified based on minimum legal, technical and financial requirements set by the DPWH.  Only Bidders that pre-qualify shall be permitted to submit their bids for the Project.

The Instruction to Prospective Bidders and the Information Memorandum will be available at the Office of the Secretariat of the Special Bids and Awards Committee for PPP Projects, PPP Service, 3rd Floor, DPWH Building, Bonifacio Drive, Port Area, Manila, Philippines with Telephone Nos. (632) 304-3149 and 304-3148, for distribution to  interested parties for a non-refundable fee of Two Hundred Thousand Pesos (Php 200,000.00), payable in cash or manager’s check issued by a bank in the Philippines to the DPWH.  Only parties that purchased the Invitation Documents and are pre-qualified shall be allowed to participate in the bidding process.

Pre-qualification Documents should be submitted to the DPWH on or before 1:00 PM on 16 October 2014 at Operations Room, 2nd Floor, DPWH Building, Bonifacio Drive, Port Area, Manila, Philippines, unless otherwise advised.

The DPWH reserves the right to reject any or all Pre-qualification Documents, declare a failure of bidding, and not award the contract for any justifiable and reasonable ground where an award will not redound to the benefit of the DPWH or the Government of the Philippines.
