The Metropolitan Waterworks and Sewerage System (MWSS), a government-owned and controlled corporation, and an attached agency of the Department of Public Works and Highways (DPWH), invites interested parties to apply for pre-qualification and bid for the design, financing and construction of dam and raw water conveyance structure for the New Centennial Water Source – Kaliwa Dam Project (NCWS-KDP).

The objective of the Project is to ensure water security, increase Metro Manila’s raw water supply to meet future potable water demand, and as a redundant water source, thereby reducing the total dependency on the Angat Dam reservoir.

The Project will be awarded through competitive public bidding, as a Public-Private Partnership (PPP) project, in accordance with Republic Act No. 7718 (Philippine BOT Law), its implementing Rules and Regulations (IRR), and other applicable laws, through the Build-Transfer (BT) contractual arrangement.
The bidding will follow a two-stage process: (a) Prospective Bidders shall first be pre-qualified based on legal, technical and financial capability requirements; and (b) Pre-Qualified Bidders will be invited to submit bids.

Interested Parties may obtain Invitation Documents, consisting of: (a) Invitation to Pre-Qualify and Bid; (b) Information Memorandum; and (c) Instructions to Prospective Bidders, from the Prequalification, Bids and Awards Committee (PBAC) Secretariat Office, upon payment of a non-refundable fee of Two Hundred Fifty Thousand Pesos (PhP 250,000.00). This fee may be paid in cash or by Manager’s Check issued by a bank in the Philippines payable to the Metropolitan Waterworks and Sewerage System. Only entities that purchased the Invitation Documents shall be allowed to participate in the Pre-Qualification Process. Invitation Documents will be available from 17 October 2014 up to 03 November 2014 at the PBAC Secretariat Office, located at the MWSS Corporate Office, 4th Floor Administration Building, Katipunan Road, Balara, Diliman, Quezon City, Philippines. The MWSS may release updates, clarifications, amendments, or additions to any or all of the said documents.

Only Pre-Qualified Bidders will be invited to participate in the second stage of the bid process, and will be issued Bid Documents, which consists of: (1) Instruction to Bidders; (2) draft BT Contract; and (3) Minimum Performance Standards and Specifications, upon payment of another non-refundable amount of Two Hundred Fifty Thousand Pesos (PhP 250,000.00).

Interested Parties must submit their applications for pre-qualification, together with duly accomplished Pre-Qualification Documents in the required number of copies and format, to the PBAC Chairman, through the PBAC Secretariat, at the above-stated address not later than 12:00 noon, Philippine Standard Time, on 17 November 2014. Late submissions shall not be accepted.

The MWSS reserves the right to accept or reject any bid, annul the bidding process, or reject all bids at any time prior to contract award, without incurring any liability to the affected bidder or bidders.
