The Department of Transportation (DOTr) and the Manila International Airport Authority (MIAA) announced SMC-SAP & Company Consortium as the winning bidder for the Ninoy Aquino International Airport (NAIA) Public-Private Partnership (PPP) Project on February 16, 2024.
Of the three bidders, SMC-SAP & Company Consortium submitted the highest bid amount, offering to share with the government 82.16 percent of future gross revenues, excluding Passenger Service Charges.
The SMC-SAP & Company Consortium is composed of conglomerates San Miguel Holdings Corp, RMM Asian Logistics Inc., RLW Aviation Development Inc., and Incheon International Airport Corp (IIAC).
The DOTr Pre-Qualification Bids and Awards Committee (PBAC) reviewed the financial proposals submitted by SMC-SAP & Company Consortium, GMR Airports Consortium, and Manila International Airport Consortium to ensure compliance with the requirements specified in the Instruction to Bidders (ITB).
Following the issuance of Notice of Award on February 16, 2024, the post-award requirements are expected to be completed by March 2024. The Concession Agreement is expected to be signed also in March 2024.
With a total project cost of PhP170.6 billion, the NAIA PPP project will cover all facilities of the airport, including its runways, four terminals, and associated facilities. This PPP Project is expected to improve the overall passenger experience and service quality at the NAIA.
