The PPP Center conducted a project site visit at the San Roque Multipurpose Hydroelectric Power Plant in San Manuel and San Nicolas, Pangasinan, on April 25, 2019. The project is under the Build-Transfer-and-Operate scheme, with the National Power Corporation (NPC) as the implementing agency and the consortium of Marubeni Corporation, Sithe Philippines Holdings, Inc., and Italian-Thai Development Public Company Limited as the private sector partner. San Roque Power Corporation, owned by Marubeni and Kansai Electric Power Company Ltd., is responsible for the operations and maintenance of the power-generating facility of the San Roque Multipurpose Project for 25 years, effective May 1, 2003.
