The Project Preparation Study (PPS) of the Tri-City Ferry System Project by the cities of Alaminos, Dagupan, and San Fernando kicked off on March 15-17, 2022.

The consulting team, a joint venture between Philkoei International, Inc. (PKII) and KPMG R.G. Manabat & Co. (KPMG) engaged by the Cities Development Initiative for Asia (CDIA), will prepare the feasibility study, PPP contract, and bid documents of the project.

The kick-off meeting was conducted in a hybrid set-up (online and face-to-face), led by Alaminos City Mayor Arth Bryan C. Celeste, Dagupan City Mayor Marc Brian C. Lim, and San Fernando City Mayor Hermenegildo A. Gualberto. City officials and representatives from CDIA, ADB, NEDA, Project Technical Working Group, and the PPP Center were present to support this undertaking.

The Project will revive a sea transport system connecting the cities, and is envisioned to be undertaken through a PPP modality. It aims to improve connectivity among the cities, boost the tourism potential of the loop and the region, and enhance economic growth.

The PPS will cover environmental and social assessment for the project to ensure that all aspects related to environmental and social safeguards, and necessary mitigation measures are considered. The study will also prepare a climate and disaster risk vulnerability assessment to identify potential threats and risks due to climate and geo-hazard conditions in the service areas. Stakeholder consultations will also be conducted to identify critical issues and prepare strategies to address them.

The PPP Center provides technical assistance to the cities in the development and implementation of the PPP Project. As part of its Local PPP Strategy, the PPP Center strengthened its support to local government units in developing and implementing their infrastructure and development projects.
