The Implementing Rules and Regulations (IRR) Committee of the Public-Private Partnership (PPP) Code of the Philippines convened on March 18, 2024, at the NEDA Board Room for its 3rd meeting to deliberate on the latest draft of the IRR.
PPP Center Assistant Secretary Jeffrey I. Manalo presented the final draft of the IRR prepared by the IRR Committee Technical Working Group for further discussion and finalization.
The latest draft of the IRR incorporates the comments and inputs submitted by various stakeholders during the second round of public consultations in early March, and the submissions coursed through the PPP Center’s website.
The PPP Code of the Philippines was signed into law on December 5, 2023, and took effect on December 23, 2023. It required the IRR Committee to promulgate the IRR within 90 calendar days from effectivity thereof or by March 23, 2024. Once approved, the IRR is expected to be signed on March 21, 2024, published in a newspaper of general circulation on March 22, 2024, and take effect on April 6, 2024.
The PPP Code IRR Committee, chaired by NEDA Secretary Arsenio M. Balisacan, is composed of the Secretaries of the Department of Finance, Department of Budget and Management, Department of Justice, Department of Trade and Industry, Department of the Interior and Local Government, Department of Environment and Natural Resources, Chairperson of the Commission on Higher Education, the Executive Secretary, the PPP Governing Board Private Sector Representative, and the Executive Director of the PPP Center.
