Following the signing of the Public-Private Partnership (PPP) Code of the Philippines on December 5, 2023, which took effect on December 28, 2023, the PPP Code Implementing Rules and Regulations (IRR) Committee is mandated by the law to promulgate the IRR within 90 calendar days from the effectivity of the Code.
Starting early January 2024, the IRR Committee rolled out series of briefing on the PPP Code and stakeholder consultation activities on the IRR. It hosted over 600 senior officials and technical personnel from local development councils (LDCs), regional development councils (RDCs), and the National Economic and Development Authority (NEDA) regional offices in one of its briefing and stakeholder consultation activities which was held on January 12, 2024, online via Zoom and streamed live through the PPP Center’s official Facebook page.
The activity served as an avenue to discuss the salient provisions of the PPP Code and its draft IRR, address relevant queries and clarifications, and provide an opportunity for stakeholders to share their relevant inputs and sector-specific concerns for a more comprehensive and inclusive final IRR.
In her opening remarks, PPP Center Executive Director Ma. Cynthia C. Hernandez emphasized that, “the PPP Code is instrumental in strengthening the collaboration between the public and private sectors in ensuring better and more efficient delivery of services to the public, and further advancing the country’s infrastructure development program.”
Along with the consultation activities, the IRR Committee encouraged stakeholders and the general public to submit inputs and comments to the IRR.
