PPP Code IRR Committee conducts briefing and consultation with DOE

The Implementing Rules and Regulations (IRR) Committee of Republic Act No. 11966, or the Public-Private Partnership (PPP) Code of the Philippines, held an information and consultation session with the Department of Energy (DOE) on February 14, 2024.

Representatives from DOE include Mr. Danilo V. Vivar, Division Chief, Ms. Jovee Rose B. Jandusay, Science Research Specialist of the Policy Formulation and Research Division, Energy Policy and Planning Bureau, and Ms. Anabel M. Elmaga and Ms. Mara Camille C. Galos from the Energy Utilization Management Bureau.

PPP Center Assistant Secretary Jeffrey I. Manalo presented the major reforms introduced in the PPP Code, such as unifying fragmented legal frameworks on PPPs, streamlining the evaluation and approval process of national and local PPP projects, introducing frameworks and protocols in project monitoring, and strengthening enabling institutions for PPPs.

The activity also served as an avenue to discuss experiences and best practices in developing renewable energy and energy efficiency PPP projects which will be considered in the development of a more comprehensive and inclusive IRR of the PPP Code.

The PPP Code of the Philippines, which was signed into law on December 5, 2023, and became effective since December 23, 2023, mandates the IRR Committee to promulgate the IRR on or before March 23, 2024.
