As the lead agency mandated to pursue the Philippine PPP Program, the PPP Center gratefully and humbly acknowledges The Economist Intelligence Unit’s 2014 Infrascope Study recognizing the country as most improved for PPP readiness in the Asia Pacific region.

The Economist report entitled “Evaluating the environment for public-private partnerships in Asia-Pacific, the 2014 Infrascope” ranked the Philippines number seven (7) among the twenty-one (21) countries covered by the study.

It moved up from being an “emerging” PPP market in 2011 to join the ranks of “developed” PPP markets such as the Republic of Korea, Japan, and India. The country’s PPP readiness significantly grew by 17.5 points increasing its overall score to a total of 64.6.

The Report affirmed the Philippine Government’s PPP agenda dedicated towards harnessing the contribution of the private sector in addressing huge infrastructure and development requirements needed to accelerate growth and improve the delivery of public goods and services.

The findings of the study validated the Philippine PPP Program and the PPP Center’s efforts to further improve PPP policies and processes under the strong and proactive leadership of the PPP Governing Board; expand its project pipeline through diligent project development and procurement through innovative practices such as the Project Development and Monitoring Facility (PDMF); continued institutional capacity building and strengthening; active and open dialogue with the private sector; and most importantly, open and transparent public communications about government’s PPP decisions and actions.

The results also reflect the strong collaboration between the Center, implementing agencies (IAs) and other oversight agencies and development partners. Their overwhelming support to the Program has made it possible to award nine PPP contracts to the private sector and more projects are now being tendered.

These recognition and validation inspire us to continue the initiatives, steadfast and committed to withstand challenges and hurdles, sustained by the encouraging response and confidence of the private sector, while consciously guided by the ideals of a level playing field, transparency, accountability and public service.

The Center is now pushing for PPP Act which will institutionalize the policy, process and institutional reforms. This will also pave the way for a long term PPP agenda that can withstand transitions, and facilitate sustainable and inclusive economic growth.
