The Public-Private Partnership (PPP) Center, in collaboration with the Department of Energy (DOE), Asian Development Bank (ADB), and Infrastructure Asia (InfraAsia), conducted an online capacity building activity (OCBA) titled Special Topic on Sectoral PPPs: Renewable Energy (RE) and Energy Efficiency (EE) PPP Projects on September 13-14, 2022 via Zoom.

The OCBA is in response to the PPP Center’s Local PPP Strategy, which expands the scope of assistance extended to local implementing agencies (IAs) by focusing key emerging sectors for local PPPs, including renewable energy projects. The objectives of the activity were to 1) provide an overview of the Philippine renewable energy sector and related enabling laws, 2) discuss the project structuring and financing of RE and EE PPP projects, 3) update the participants on the PPP Center’s initiatives in the field, and 4) share best practices and experiences on RE/EE projects of Singapore.

Around 100 participants from national government agencies (NGAs), local government units (LGUs), government-owned-and-controlled-corporations (GOCCs), and state universities and colleges (SUCs) attended the event.

The resource persons for the activity were Assistant Director Ruby de Guzman (Renewable Energy Management Bureau, DOE), Director Patrick Aquino (Energy Utilization Management Bureau, DOE), International Consultant Jose Manuel Barroco (ADB), Engr. Mary Rose Santillan (Project Development Service, PPP Center), Mr. Law Gee Yong (Energy Market Authority, Singapore), Mr. Adrien Piro (EDF Renewables – Southeast Asia), Mr. Hoe Boon Chye (Barghest Building Performance, Singapore), and Mr. Lim Yong Wei (Keppel Infrastructure, Singapore).

In her welcome remarks, Director Feroisa Francisca T. Concordia of the PPP Center’s Capacity Building and Knowledge Management Service observed the great interest in the OCBA due to the emergence of a local renewable energy and energy efficiency sector in the country.

Meanwhile, during his closing message, Infrastructure Asia’s Executive Director Lavan Thiru thanked the PPP Center, the DOE, and ADB for collaborating with Infrastructure Asia to ensure the success of the OCBA. He also promoted the launching of InfraAsia’s Project Portal, which is a website to showcase regional infrastructure opportunities as well as bridge partnerships between public and private partners to discuss, invest and develop infrastructure projects in the region.
