MANILA – Following the enactment of R.A 11966 or the Public-Private Partnership (PPP) Code on December 5, 2023, the PPP Center entered into a Memorandum of Agreement (MOA) with the Union of Local Authorities in the Philippines (ULAP) forging a stronger collaboration in promoting well-structured and financially viable infrastructure projects through PPPs.

ULAP is the umbrella organization of all leagues of local government units (LGUs) and local government officials in the country.

PPP Center Executive Director Ma. Cynthia C. Hernandez and ULAP National President Gov. Dakila Carlo E. Cua signed the agreement on December 19, 2023.

Both the PPP Center and ULAP agreed to work together towards its shared objectives of promoting the PPP Program to spur local economic development.

The signed MOA aims to provide a framework for cooperation and coordination, with the goal of developing a robust pipeline of PPP projects for the member-LGUs of ULAP.

The PPP Center will continue to promote its services to LGUs in helping develop and implement bankable projects in the regions. The Center will continue to assist ULAP’s constituent members in building their capacity to develop and implement PPP projects.

With the enactment of the PPP Code, the PPP Center and ULAP are both confident that more high-impact PPP projects will be delivered in the regions.
