The Public-Private Partnership (PPP) Center in partnership with The Netherlands Enterprise Agency (Rijksdienst voor Ondernemend Nederland or “RVO”) conducted a hybrid knowledge sharing session (KSS) on solid waste management (SWM) titled “Waste Management Training: Essential elements, business development and PPPs” on April 20, 2023, 9:30 AM – 4:00 PM at the PPP Center Board Room, and online via Zoom.

This session is part of the technical assistance agreement (TAA) between the Philippine Government and the Kingdom of the Netherlands, represented by the RVO, which aims to support the development of local PPPs in the Philippines, including local joint-venture agreements in the integrated SWM sector covering the entire waste value chain.

The KSS is composed of six modules, divided into two sessions.

The first session covered Module 1: SWM Essential Elements which elaborated on the value chain of SWM and put it in a historical, environmental, and global context; and Module 2: Elaboration of SWM Solutions which discussed technical and financial essentials of all links in the value chain.

The second part of this KSS shall take up Module 3: Environmental, Legal, and Social; Module 4: PPPs, strategic positioning, governance; Module 5: Business Case development, DCF, Fees, Financing; and, Module 6: Preparing for Financial Close.

Mr. Hans Breukelman served as the resource person for the first KSS. Mr. Breukelman is a solid waste management expert with more than 30 years of knowledge and experience in waste management and sustainable energy development, particularly in developing countries.

A total of thirty-five (35) participants from the National Economic and Development Authority, Department of Environment and Natural Resources – Environmental Management Bureau, Department of Energy, Metropolitan Manila Development Authority, Bases Conversion and Development Authority, Public-Private Partnership Center, Provincial Government of Catanduanes, and the City Governments of Zamboanga, General Santos, and Quezon City attended the session.
