With the assistance from the NEDA Regional Offices, the participants of the first rollout were selected LGUs in Cordillera Administrative Region, Region I, II and III. Those who participated are representatives from City of Alaminos, Province of Nueva Vizcaya, City of San Jose (Nueva Ecija), Municipality of Tuba, and Municipality of La Trinidad.
