The Public-Private Partnership (PPP) Center conducted an in-depth briefing on the PPP Code and its Implementing Rules and Regulations (IRR) for the Department of Justice (DOJ) on June 25, 2024, at the DOJ Justice Hall, Padre Faura St., Ermita, Manila City.
This orientation is part of implementing the new PPP legal framework and the updated composition of the PPP Governing Board (PPPGB), which now includes the DOJ. The PPPGB has also been given an expanded role, serving as the overall policy-making body for all PPP-related matters, including the issuance of policy opinions.
PPP Center’s Deputy Executive Director, Assistant Secretary Jeffrey I. Manalo, provided a comprehensive discussion on the updated Philippine PPP Program. His presentation covered PPP concepts and institutions, the role of the DOJ in the PPP process, an overview of the solicited and unsolicited PPP processes, and the key provisions under the PPP Code and its IRR.
Undersecretary Raul T. Vasquez, the DOJ’s representative to the PPP Governing Board, and Assistant Secretary Randolph Pascasio led the 50 participants, which included the Department’s officials, and legal, technical, and administrative officers and staff.
