Strategically empower the PPP Center to play its function as brain, facilitator and supervisor of PPP projects. This is the recommendation of the Nomura Research Institute commissioned by the Japan International Cooperation Agency (JICA) presented during a PPP Cooperation Workshop for Philippine government participants currently engaged in implementing PPP projects.

During the workshop, Yoshida Toru, of JICA’s Administration and Cooperation Section lauded the PPP Center for exercising due diligence in administering the government’s PPP program.  Toru agreed that ensuring the transparency and financial viability of each PPP project is a lengthy process that demands longer periods of scrutiny and evaluation which results to a longer timeframe in rolling out the project. While the process may take longer, the probability of the PPP project being implemented without any grounds for irregularity or inconsistency is highly desirable and acceptable to investors.

PPP Center Deputy Executive Director Cosette Canilao said that the Center appreciates the attention provided by JICA on PPP Center processes. “The JICA study has touched on some points that the Center is advocating. However, there are some items raised that are not within the Center’s mandates. Generally, there is certainly room for consideration and adoption.”

Since the creation of the PPP Center in September 2010, it has screened a total of 36 potential PPP projects from various project proponents from the line agencies of government like the DPWH, DOTC, DOH, DEPED, DA, and LGUs.  The screening process looks into the revenue generating potential of the projects and at the same time ensures that these are consistent with the Medium Term Development Plan of the country

Currently, the Daang-hari-SLEX Road Project has attracted 18 potential bidders. The bid documents for the project will be issued out to these prospective bidders on September 29, 2011.

Meanwhile, another PPP priority project, the NLEX-SLEX Connector Project is up for ICC approval of its negotiated project and contract on October 2011.

The PPP Center is optimistic that by the end of 2011, two other PPP Projects, the DEPED PPP for Classrooms Project and the DOH Vaccine Self Sufficiency Phase II project would also be rolled out.
