Inaugural meeting of PPP Code IRR Committee sets strategic agenda

The Implementing Rules and Regulations (IRR) Committee for the Public-Private Partnership (PPP) Code convened today at the NEDA Board Room to discuss the key features of the Code that will be subject to public consultation.

The Committee dove into the intricacies of the PPP Code in drafting the IRR, ensuring a thorough understanding of its provisions.

This initial meeting marks a significant milestone in the Committee’s commitment to shaping a regulatory framework aimed at developing a more competitive and enabling environment for PPPs.

Among the primary agenda items is the approval of a stakeholder consultation plan, underscoring the Committee’s dedication to inclusivity and engagement. This plan will serve as a roadmap for garnering input from various stakeholders, ensuring that a diverse range of perspectives contributes to the formulation of the PPP Code’s IRR.

Under the law, the IRR Committee is tasked with promulgating the Code’s IRR within 90 calendar days from its effectivity.

Chaired by NEDA Secretary Arsenio M. Balisacan, the IRR Committee is composed of the Secretaries of the Department of Finance, Department of Budget and Management, Department of Justice, Department of Trade and Industry, Department of Interior and Local Government, Department of Environment and Natural Resources, Chairperson of the Commission on Higher Education, the Executive Secretary, and the Executive Director of the PPP Center.

The PPP Code of the Philippines was signed into law on December 5, 2023, and took effect on December 23, 2023.
