The Department of Transportation and Communications (DOTC) is looking for an independent consultant (IC) for the newly awarded and signed public-private partnership (PPP) project, the Integrated Transport System (ITS) – Southwest Terminal.

Published last May 14, 2014, the DOTC requires an IC to ensure that the detailed designs submitted by the private proponent are prepared correctly and the construction of facilities are executed in accordance with the minimum performance standards and specifications (MPSS) set by the DOTC. The IC also needs to make sure that the operation of such facilities are in accordance with key performance indicators (KPIs) which are contractually predetermined; and that the facilities are transferred back to the Government in an acceptable condition.

The hiring of the IC for ppp projects is conducted through Republic Act No. 9184, otherwise known as the Government Procurement Reform Act.

Last January 21, 2015, the government awarded the ITS-Southwest Terminal Project to MWM Terminals, Inc. The Concession Agreement was signed by the parties on April 24, 2015. The project is a BTO scheme with a 35-year cooperation period inclusive of an 18-month construction period.

MWM Terminals, Inc. will design, construct, and finance the ITS terminal as well as operate and maintain the whole facility. This project will connect passengers coming from the Cavite side to other transport systems such as the future LRT Line 1 Cavite Extension, city bus, taxi, and other public utility vehicles that are serving the inner Metro Manila.

The southwest terminal is the ninth PPP project awarded under the Aquino administration. Other awarded ppp projects are Daang Hari-SLEX Link Road Project, PPP for School Infrastructure Project Phase I and II, NAIA Expressway Project (Phase II), Modernization of Philippine Orthopedic Center, Automatic Fare Collection System, Mactan-Cebu International Airport Passenger Terminal Building, and LRT Line 1 Cavite Extension and Operation & Maintenance.
