The Department of Transportation and Communications (DOTC) opened the financial bids of the Filinvest Land Inc. and MWM Terminals of Megawide Construction Corp. for the Php 2.5 billion Southwest Terminal of the Integrated Transport System Project under the Public-Private Partnership (PPP) Program.

It was revealed during yesterday’s bid opening that MWM Terminals offered a bid amount of P100 million as annual grantor payment (AGP) while Filinvest offered P650 million. This refers to the fee the government would pay annually in exchange for the service to be given by the concessionaire.

For the ITS Southwest project the bidder with lowest AGP wins subject to the final evaluation of the Special Bids and Awards Committee.

According to Transportation Undersecretary Jose Lotilla, the SBAC would meet yesterday to evaluate the two groups’ financial offers.
DOTC Spokesperson Michael Sagcal added that the agency hopes to award their fourth PPP project by January 14.

The project to be constructed on a 4.6-hectare land near the Manila-Cavite Expressway will provide a central transport terminal where all modes of transport will be available on one location. The winning private proponent will undertake the design, construction, and financing of the terminal as well as the operation and maintenance of the whole facility under a concession period of 35 years, inclusive of construction.
