Workshop on Design Issues in PPP

The prestigious Lee Kuan Yew School of Public Policy, with the collaboration of another highly respected educational institution INSEAD Business School Singapore campus, invited Executive Director Cosette V. Canilao to discuss the Philippines’ experience in building and implementing a sound and practical Public-Private Partnership (PPP) Program last April 10 in Singapore.

During the Workshop on Design Issues in Public-Private Partnerships, PPP Center Executive Director Canilao shared how the Program started with various challenges since its launching in 2010.

“The government has made significant strides to address regulatory and policy constraints to ensure that PPP project preparation is seamless and projects are successfully tendered”, she said.

“It was not an easy feat. One might say it was a bumpy and slow start, but through the support of no less than the President himself, we have been able to accomplish more than what we expected”, she added.

Despite the challenges the program has encountered, Canilao emphasized the value of collaboration that highly contributed in the present success of the country’s PPP Program.

“Through the effective collaboration of the PPP Center and partner agencies, we have successfully tendered and awarded nine (9) projects totaling to around USD 3.0 billion”, she said.

“These numbers represent not only the value of implementing PPP projects for the benefit of the people but is also an indication of increasing investors’ confidence in the transparent process and the level playing field”, she added.

Executive Director Canilao also highlighted the crucial role of the PPP Center in the Program’s implementation during the workshop.

“In terms of securing the necessary government oversight approval, the PPP Center has successfully performed its facilitative role in shepherding key infrastructure projects in the Investment and Coordination Committee (ICC) and the National Economic and Development Authority (NEDA) Board”, she said.

The Center recently won the IJGlobal Asia-Pacific Grantor of the Year award. It is also shortlisted for three United Kingdom-Based Partnerships Bulletin awards this year namely Best Central/Regional Government PPP Promoter, Best Education Project for the PPP for School Infrastructure Project (PSIP) Phase II, and Best Transit Project for the Automatic Fare Collection System (AFCS) Project.

The Lee Kuan Yew School of Public Policy of the National University of Singapore is the third best endowed school of public policy in the world that has introduced a fully integrated multidisciplinary curriculum.
