Baggao Water Supply Project - ITPB

The Municipality of Baggao, Cagayan invites interested private groups to participate in the bidding of its first public-private partnership (PPP) initiative that will provide potable piped water supply service in the municipality.

The P84 million Baggao Water Supply Project is expected to serve initially the municipality’s 24 barangays with an estimated 21,160 population. It involves bulk water source development, transmission, and distribution to individual household level connections.

At present, Baggao does not have a Level III water service and majority of the population get their water through individual shallow wells. Level III water service refers to the pipeline distribution system where customers get water directly through individually metered connections.

The private proponent will finance, design, and construct the water supply facilities, including bulk water source, storage facilities, and transmission and distribution lines. It will also be responsible in operating and maintaining the said facilities over the 25 years cooperation period.

Interested parties have until November 9, 2015 to submit their letters of intent and prequalification requirements. Prior to this, an Investors Forum and Project Site Visit are set to be conducted this October 19 in Baggao, Cagayan.

The project will be awarded through a Design-Build- Operate-and-Transfer (DBOT) contractual arrangement following a competitive two-stage public bidding process in accordance with R.A. 7718 or the Philippine BOT Law and its Implementing Rules and Regulations.

In April 2015, Baggao’s Municipal Development Council through Resolution No. 4 approved the project to be undertaken using the PPP mode of procurement.
