The Australian Government conducted its independent completion evaluation of its contribution to the technical assistance (TA) on Strengthening Public Private Partnerships in the Philippines and the Asian Development Bank (ADB) reviewed its ongoing assistance to the Public-Private Partnership (PPP) Center with a Joint Wrap-Up Meeting held last February 23, 2021.

The mission was attended by officials from the Philippine Government and representatives from the ADB and the Australian Embassy in the Philippines. Several consultations with the stakeholders of the TA were also held between January 28 to February 11, 2021.

The TA, implemented through the PPP Center’s capacity building efforts and Project Development and Monitoring Facility (PDMF), has been focusing on strengthening the capacity of the Philippine Government to promote, develop, and implement PPP projects. Specifically, these were done through improving the PPP enabling framework; strengthening the institutional set-up and capacity in PPPs; helping establish infrastructure investment financing and risk guarantee mechanisms to enhance private sector interest; and helping structure bankable PPP projects through sustainable project development financing.

Co-financed by the Australian, Canadian, and Philippine Governments, ADB, and its Urban Climate Change Resilience Trust Fund amounting to USD 119.6 million, the TA was evaluated in two (2) phases: an independent completion evaluation conducted by the Australian Government and a progress review conducted by the ADB.

The Australian Government’s support for the TA spans 10 years from April, 4 2011 to March 31, 2021. The ADB will pursue the TA implementation until December 31, 2022, the completion date of the TA Program.
