Project Description

SPARCS is an innovative initiative designed to improve the collection, monitoring, and enforcement of excise taxes on tobacco, alcohol, and sweetened beverages in the Philippines. This system integrates advanced digital technologies to track the lifecycle of these excised goods from production or importation to distribution, ensuring accountability across the supply chain.

Project Objectives

This project aims to employ advanced digital technology to track the lifecycle of excise products – from production or importation to final sale – through secure, temper–evident digital excise tax marks and authentication seals.

In a letter dated June 7, 2024, the Bureau of Internal Revenue informed the proponent and the PPPC that it will proceed to the detailed evaluation of the proposal.

Endorsed by the PPPC to the IA on May 22, 2024 after being determined to be complete pursuant to Section 10 of the PPP Code.
