Project Description

The project involves the O&M of the NSCR trains, depots, stations, guideways, electromechanical systems , and auxiliary facilities from Clark to Calamba, including management of interoperations of MMSP and NSCR trains within the NSCR system, particularly in the Bicutan to Calamba segment with a concession period of 15 years of full operations (i.e., on top of pre- and partial operations period, as may be applicable).

Project Objectives

The NSCR O&M is the PPP phase to the “hybrid PPP model” that was envisioned for the NSCR in the previous administration. The NSCR O&M PPP is consistent with the 2023-2028 PDP which encourages PPPs to harness the private sector’s efficiency, resources, expertise, and innovativeness. The NSCR aims to deliver a railway system that will connect Clark International Airport in the north to Calamba, Laguna in the south, passing through Bulacan and Pampanga Provinces in Region 3 and through Metro Manila.
