The principal purpose of the project is to design, construct, develop, operate and maintain an international airport to service the air transport and cargo needs of residents, visitors and businesses in and contibute to the hastened economic development of the Cagayan Special Economic Zone and Freeport (CSEZFP) and the rest of Region 2 in the Philippines.
