Project Description

This proposal for a Private-Public Partnership (“PPP”) between Ayala Healthcare Holdings (“AC Health”), through one of its subsidiaries, Panay Medical Ventures, Inc. (“PMVI”) or Healthway QualiMed Hospital Iloilo and the Provincial Government of Iloilo (the “Iloilo Province”), aims to address the gaps in accessibility of life-prolonging hemodialysis services for the benefit of the constituents of the province. Under a joint venture arrangement (“JV”) between the parties, the Iloilo Province will allocate appropriately sized and located spaces within the target 12 district hospitals and 1 provincial hospital, while PMVI will equip, manage and operate an 8-chair dialysis center in each hospital site. Implementation will be programmed in 4 phases, with each phase having an economic life of ten (10) years.

Furthermore, patients will enjoy the additional benefit of preferential access to more advanced diagnostic and treatment services from PMVI, as well as from the other hospitals and clinics of the Healthway Medical Network (“HMN”), of which PMVI is part of (the “Project”). Existing gaps in health facilities and services are thus efficiently and effectively addressed through the systems approach that leverages the resources and networks of the private sector as is proposed here.
