Combined 17MW Upper Sampaloc and 8MW Lower Sampaloc Hydroelectric Power Project

Project Brief
Project Description

management and maintenance of the combined seventeen (17) MW Upper Sampaloc and eight (8) MW Lower Sampaloc Hydroelectric Power Project (“HEPPs”) which are adjacent to one another, and will be located in Pantabangan, Nueva Ecija.

The Upper Sampaloc HEPP will have an 8-meter high dam which has a crest elevation at 100 a.m.s.l. and a projected rated capacity of 17 MW. The hydropower plant will utilize the water coming from the Pantabangan lake through the Masiway and Sampaloc Reservoir. The power plant will have two (2) propeller-type turbines, specifically a Kaplan to maximize its low head and high flow conditions. Its intake structure will be connected to the proposed 800-m long tunnel pipeline, conveying water to the power house at an elevation of 94 a.m.s.l. Water will then pass through the turbines and then discharge back to the Pantabangan river. The generated electricity will go to the National Grid via the 69 kV transmission line connected to an NGCP substation.

The Lower Sampaloc HEPP will utilize the existing Masiway Dam with a crest elevation at 130 a.m.s.l. The hydropower plant will use the water coming from the Pantabangan Lake through Masiway reservoir with a target rated capacity of 8 MW. A siphon inlet and an air vent will be constructed within the existing Masiway dam. A siphon duct of approximately 300 meters in length will then convey the water to the powerhouse at an elevation of 110 a.m.s.l. A propeller-type, Kaplan turbine will receive the water and discharge it back to the Pantabangan river after power generation. The electricity will be delivered to the National Grid through a 69-kV transmission line connected to an NGCP substation. Through a proposed 30-year joint venture (JV) with the NIA, the

Project Objectives

The Project aims to 1) provide clean, renewable and sustainable energy through the combined development, construction, operation and maintenance of the Upper Sampaloc and Lower Sampaloc HEPPs; 2) generate more income for the NIA through the proposed revenue share in the net income; and 3) provide additional employment opportunities for the residents of Pantabangan, Nueva Ecija and surrounding towns.
