The Public-Private Partnership (PPP) Center expects more unsolicited proposals for infrastructure projects with the approval of the PPP Code.

Ma. Cynthia Hernandez, PPP Center executive director, said with the enactment of the PPP Code, “the government is confident that more financially viable, well-structured, and high-quality PPP projects will be delivered to Filipinos.”

Speaking at a recent forum on economic development facilitated by SGV Institute, Hernandez said the PPP Center has under review 117 projects in the pipeline worth P2.5 trillion as of early February, the bulk of which are in the transportation sector.

“We have also been slowly building up our pipeline in other priority sectors, such as solid waste management, health, water and information and communication technology,” she said.

Of the 117 projects, 15 solicited projects are expected to be approved in 2024, with 13 more potentially approved in 2025, Hernandez added.

“We actually anticipate a large volume of unsolicited proposals because of the new PPP Code,” she said.

Of the projects expected to be submitted for approval this year, one is the operation and maintenance of Metro Manila Subway and the North-South Commuter Rail, noted Hernandez.

“So the concept is we will be procuring the O&M relatively early for the PPPs,” she added.

According to Hernandez, the PPP Center has been receiving a lot of unsolicited proposals in the last few months.

“For 2025, we have these projects that are currently in the early stages of development. And the preliminary studies are expected to be completed. Once completed, they can be submitted by the implementing agencies for approval by 2025,” she said.
