The Public-Private Partnership (PPP) Center released last week the draft of “A PPP Manual for LGUs: Understanding PPP Concepts and Framework,” to guide all local government units in the implementation of PPP in the Philippines.

The manual was initially devised and prepared by the PPP Center with support from the Development Academy of the Philippines, the National Economic and Development Authority (NEDA) and other concerned agencies.

In a statement, PPP Center’s Capacity Building and Knowledge Management Service Director Eleazar E. Ricote said the manual includes the definitions, frameworks and tools encompassing both the build-operate-transfer (BOT) scheme and the PPP scheme.

It also takes in a matrix of the nine PPP modes, which is expected to help LGUs in realizing successful PPP projects in the future.

The manual will facilitate LGUs in identifying the qualified projects and tools that they can tap for PPP as well as provide them with the policies and legal framework for the scheme.

Through setting in place the policies and frameworks for PPPs, LGUs can easily distinguish the roles of agencies and committees in the implementation of the program.

Ricote said the finalized manual will be issued by midyear of 2012.
