With experience in procurement (GPRA, UN, ADB, etc.), project development, and contract management.

Duties and Responsibilities
  1. Oversee the operations of the divisions and exercise supervision and control over the Division Chiefs responsible for the following:
    1. Managing and administering the Project Development and Monitoring Facility (PDMF}, a revolving fund managed by the PPP Center that can be tapped by Implementing Agencies (e.g. national government agencies, government-owned and controlled corporations, local government units, state universities and colleges, economic zones, etc.) for the procurement of PPP consultants for project preparation and transaction advisory, probity advisory, and monitoring of awarded projects;
    2. Managing and administering the PDMF panel of consulting firms, the recruitment of PDMF consultants, the contracts for consultancy services, and other tasks related to the contract management and administration of PDMF consultants; and
    3. Managing the conduct of the PDMF Committee, including providing secretariat services to the Committee.
  2. Together with the Director IV, assist the Executive Director, Deputy Executive Directors, and Project Development Service in developing a pipeline of PPP projects to be funded by the PDMF.
  3. Together with the Director IV, assist the Executive Director and Deputy Executive Directors in securing and obtaining funding for the PDMF, both from the Philippine government and foreign donors, including the coordination with other Services of the PPP Center, other government agencies, and development partners in order to comply with legal, regulatory, and administrative processes to obtain approvals for the infusion of funding to the PDMF.
  4. Advise the Director IV on all matters concerning the Service’s areas of responsibility or in his/her specific work assignments.
  5. Initiate the preparation of the annual work program of the Service and its annual budget proposals.
  6. Recommend to the Director IV in delineating responsibilities and assignments among the internal organizational units of the Service.
  7. Provide specific guidelines to the Division Chiefs concerned on the approach and substantive aspects of work assignments.
  8. Review staff work/assignments and follow up on such matter requiring immediate action/ completion.
  9. Assist the Director IV in planning and implementing an overall career and performance development plan for the employees and recommend to the Director IV.
  10. Provide assistance to the PPP Center officials, Services, and internal organizational units and committees, and other government agencies in its functional areas.
  11. Directly act on such matters assigned or delegated to him/her by, or in the absence of the Director IV. Serve as Officer-in-Charge of the Service, in the absence of the Director IV.
  12. Perform other assignments as may be given by the Director IV and Deputy Executive Director.
