13 different local and foreign companies participated in the pre-qualification conference for the Ninoy Aquino International Airport (NAIA) Expressway Project conducted by the Special Bids and Awards Committee (SBAC) of the Department of Public Works and Highways (DPWH).

The 15.5 billion peso NAIA Expressway project is the third project lined up for bidding this year under the government’s flagship Public-Private Partnership (PPP) Program.

During the conference at the DPWH Main Office on 10 August 2012, potential bidders who purchased pre-qualification documents were briefed on the project components and financial terms, including the PPP structure and bidding framework. The event also served as an opportunity to clarify requirements set to qualify to bid.

The proposed 9.97 kilometers expressway project involves the improvement of the existing NAIA Expressway Phase I road, the construction of Phase 2 of the NAIA Expressway, the construction of at-grade feeder roads leading to and from the PAGCOR Entertainment City, and the operation and maintenance of the completed Phase 1 and Phase 2 as a toll road.

The project aims to provide fast and reliable access to the NAIA Terminals and PAGCOR Entertainment City by easing traffic situation in the vicinity while boosting economic activities, particularly on tourism.  It will also link the SLEX/Skyway to the Manila-Cavite Toll Expressway and both Roxas and Macapagal Boulevard.

According to the DPWH-SBAC, the deadline for submission of pre-qualification documents is set on 18 September 2012. This will be followed by the issuance of bid documents to pre-qualified bidders before end of September 2012.
