The Public-Private Partnership (PPP) Center conducted on November 12 and13, 2024 the second run of its capacity building activity (CBA) for national government agencies, government-owned or controlled corporations, and state universities and colleges to discuss the salient features of Republic Act No. 11966 or the PPP Code of the Philippines and its Implementing Rules and Regulatio¬ns (IRR).

In her opening remarks, PPP Center Executive Director and Undersecretary Ma. Cynthia C. Hernandez highlighted the importance of the CBA to inform national government agencies about the PPP Code and address relevant PPP questions and concerns regarding the new legal framework.

“We hope that, through this activity, we can further empower national government agencies with accurate information and appropriate guidance in moving forward with your PPP projects,” Usec. Hernandez said.

Director Feroisa Francisca T. Concordia of PPP Center’s Capacity Building and Knowledge Management Service (CBKMS) presented an updated view of the Philippine PPP Program, including concepts and PPP institutions under the new law.

Meanwhile, Deputy Executive Director and Assistant Secretary Jeffrey I. Manalo expounded on the specific processes, timelines, and documentary requirements under the solicited and unsolicited tracks as specified in the PPP Code IRR.

The attendees were given the opportunity to ask their questions as well as relay their concerns and clarifications during the open forum.

In closing the activity, CBKMS Assistant Director Atty. Cyris Ann A. Ng-Santiago encouraged the participants to continue the PPP dialogue by sharing the gained learnings with their respective offices.

The one and a half-day event, which was held at the PPP Center Board Room and online via Zoom, was attended by over 400 representatives from the agency/institution’s PPP Unit, and officials and technical officers involved in its PPP initiatives. Representatives from the private sector also attended the CBA.

The initial run of the CBA for national implementing agencies was held on May 9 and 10, 2024.
