PPP Center Showcased the Landmark PPP Code at the 2024 Asia APN Conference in Seoul, South Korea

The Public-Private Partnership (PPP) Center participated in the 2024 Asia Public-Private Partnership Practitioners’ Network (APN) Conference, which took place from October 22 and 23 at the Nine Tree Premier ROKAUS Hotel, Seoul, South Korea. This year’s theme, “Advancing Sustainable and Resilient PPPs in a Dynamic Landscape,” underscored the importance of adapting frameworks to meet evolving infrastructure needs.

The PPP Center’s Executive Director, Ma. Cynthia C. Hernandez, and Director of the Project Development Service, Raphael M. Badillo, represented the Philippines at the Conference, which was supported by the Ministry of Economy and Finance of the Republic of Korea, the Korea Development Institute, the World Bank Group, and the Asian Development Bank.

Executive Director Hernandez delivered a discussion paper titled “Korea: Reflecting on 30 Years of PPP and Charting the Path Forward”, highlighting the parallels between the PPP frameworks of the Philippines and South Korea. She stated, “Both nations have evolved their PPP frameworks within a similar timeline, reflecting a shared commitment to infrastructure development. The Philippines has made significant strides, transitioning from a fragmented legal landscape to a comprehensive PPP Code that facilitates inclusive infrastructure projects.”

The Conference featured discussions on key topics, including the enabling environment for unsolicited proposals, the implications of minimum revenue guarantees, and the importance of ongoing assessments of PPP projects. Executive Director Hernandez emphasized the necessity for the Philippines to conduct ex-post evaluations of PPP project performance to better manage risks and enhance policy frameworks.

The APN, established in 2010, serves as a platform for sharing best practices and fostering collaboration among PPP specialists across Asia. This Conference gathered PPP experts, practitioners, and thought leaders from Cambodia, Laos, Malaysia, Azerbaijan, Uzbekistan, Kazakhstan, Kyrgyzstan, Indonesia, and Thailand.
