Preferred Qualifications/Competencies
Education
Bachelor’s degree in Finance, Business Administration, Economics, Development Studies, Public Administration and other related fields
Training
Sixteen (16) hours of relevant training on project development/evaluation, consultant recruitment, contract management, and other related fields
Experience and Competencies
At least three (3) years of demonstrated experience in infrastructure project management/development/evaluation, and/or procurement of consulting services for infrastructure projects, including preparation of Terms of Reference, cost estimates, and bid evaluation.
Duties and Responsibilities
A. Supervisory Duties
- Cascade the division directions and integrate all programs, activities, and projects into a Division Work and Financial Plan.
- Align work outputs and processes to the division directions and priorities and ensure conformance to internal and external policies that are applicable to the division.
- Review, develop and recommend internal work processes, guidelines, standards, policies and procedures.
- Monitor and review the outputs of subordinates against performance standards.
- Investigate, evaluate, and propose the adoption of new technologies and tools to improve and update division processes.
- Resolve staff concerns and raises issues to the division chief when beyond authority.
- Monitor and assess the transfer of technology, learned by subordinates from training programs or similar activities attended, in the workplace.
- Update the Division Chief on the status of division tasks regularly.
- Provide inputs to the division chief in rating the performance of subordinates, identifies performance gaps and proposes staff development needs.
- In the absence of the division chief, represent the division in all meetings and other official gatherings, and assumes his/her supervisory functions.
B. Technical Duties
Project Appraisal
- Evaluate requests for PDMF support from Implementing Agencies (IAs).
- Prepare Terms of Reference for consultants and cost estimate for consulting services required by the IAs.
Consultant Recruitment
- Prepare bid documents
- Facilitate and prepare the necessary documentation for the pre-qualification process, contract negotiations, and contract signing
- As a member of the SBAC Secretariat, evaluate the pre-qualification documents.
- As a member of the SBAC-TWG, evaluate technical and financial proposals.
Contract Administration and Management
- Monitor compliance of the engaged consultants under the consultancy contract.
- Evaluate contract variation requests and prepare the necessary documentation.
- Evaluate final claims and prepare the necessary documentation.
- Facilitate conduct of performance evaluation of consultants.
Other Tasks
- Provide secretariat services to the PDMF Committee.
- Develop and maintain monitoring matrices/databases to meet information and reporting needs.
- Perform incidental general office/secretarial task such as collaint and assembling documents, accepting and delivering inter-department correspondence, photocopying/faxing correspondence and reports, screening calls/visitors/making travel arrangements.
- Perform other work that may be assigned from time to time by the Division Chief or by higher authorities.
