San Pablo City Water District (SPCWD) and winning consortium, JZ Aguiba Construction and Technical Services and Corenelius Construction, signed a joint venture (JV) agreement for the San Pablo City Septage Management Project on March 1, 2022.

The signing was held at the SPCWD office and was attended by its General Manager Renato Amurao and Engr. Redentor Derequito, Head of Operations and Engineering. Engr. Jerwin Z. Aguiba and Mr. Cornelio Macapagal represented the JZA-Corenelius Consortium.

The Septage Treatment Facility aims to reduce water pollution and protect the health of San Pablo City residents by preventing the contamination of rivers from septic tank wastes. The project is also aligned with the goal of the Philippine Clean Water Act of 2004 (Republic Act No. 9275) through the National Sewerage and Septage Management Program (NSSMP) to improve water quality and protect public health in urban areas of the Philippines.

Under the joint venture arrangement, the JZA-Corenelius Consortium will undertake the finance, design, construction, and operation and maintenance of a fully mechanized Septage Treatment Facility with a rated capacity of 70 cubic meters per day including the provision of desludging tanker trucks. SPCWD will contribute the project site.

The Project has a 25-year JV term and is expected to start operation by first quarter of 2023. The PPP Center assisted SPCWD in tendering the project.

As part of its Local PPP Strategy, the PPP Center strengthened its support to local government entities in developing and implementing their infrastructure and development projects. Since the Strategy’s launch in 2017, engagement has expanded as local implementing agencies have seen PPPs as a mechanism to build their facilities.
