The government through the Philippine Statistics Authority (PSA) launched the new Central Outlet for the processing of civil registry documents. The new Civil Registry System (CRS) Building located at PSA Complex in East Avenue, Quezon City, commenced providing services on April 1, 2019. PSA advises the general public that applications for the issuance of civil registry documents is transferred to this new facility from the old central outlet at Solicarel Building, Sta. Mesa, Manila. The Central Outlet is open from 7:00 a.m. to 5:00 p.m.

The new CRS building, which serves as the Service Facility of the entire system, as well as the Central Outlet, was made possible through a public-private partnership (PPP) arrangement under the solicited mode of procurement. On September 30, 2016, PSA and Unisys Managed Services Corporation (Unisys) signed the 12-year concession agreement for the PhP 1.59 billion CRS-Information Technology Project Phase II.

The following are the application fees and the processing time for requests of civil registry documents:

According to PSA, two (2) identification cards must be provided by the requester when applying for civil registry documents, or if only one (1) ID is available, the requester will have to present the ID and its photocopy. If a representative of the requester will apply, a letter of authority and IDs of the document owner and the requester will be required. PSA does not encourage the public to bring a companion to manage the queue. Special lane is available at the Central Outlet for senior citizens, persons with disability (PWD), and pregnant women.

The public may also avail of the same services at other CRS outlets in Metro Manila, including Pasay City, Makati City, Muntinlupa City, and Pasig City. The documents can also be conveniently requested at any SM Mall Business Service Centers. The PPP project is one of the awarded national PPP projects to the private sector being assisted by the PPP Center. The government, through the PPP Center, is also pushing for more local PPP projects to further address the infrastructure needs around the country.
