MANILA, Philippines — Five of the seven firms which submitted bid documents for the design, engineering and construction of the new passenger terminal building of Clark Airport have advanced to the next stage of the tender.
The Department of Transportation (DOTr) and the Bases Conversion and Development Authority (BCDA) said the five firms, which are eligible for the opening, evaluation and deliberation of the technical proposals for the Clark International Airport expansion project are China State Construction Engineering Corp. Ltd., China Harbour Engineering Co. Ltd., Sinohydro Corp. Ltd., Megawide-GMR Consortium, and the consortium of Tokwing Construction Corp. and China Machinery Engineering Corp.
“The results are based on the Special Bids and Awards Committee’s (SBAC) in-depth evaluation of the qualification documents submitted by the bidders,” the DOTr and BCDA said.
Aside from the five firms, the two other firms which submitted bid documents for the project last Dec. 5 are DDT Konstract Inc. and R-II Builders Inc.
Joshua Bingcang, chair of the special bids and awards committee and senior vice president for business development and operations at the BCDA, said in a text message, the two firms were not able to move to the next stage as they “did not meet any or all of the requirements under instruction to bidders on legal, financial and technical eligibility documents.”
The SBAC would now evaluate the five eligible firms based on the minimum specifications of the technical proposals in terms of the design, engineering, and construction of the Clark International Airport new terminal building.
Those who will be qualified in the evaluation of the technical documents will move on to the next phase of the bidding or the opening and evaluation of the financial documents scheduled on Dec.14.
The agencies are targeting to award the engineering procurement construction contract for the Clark Airport’s passenger terminal building on Dec.15.
Meanwhile, the groundbreaking ceremony for the Clark International Airport new terminal building is slated to be held on Dec. 20.
The P12.5 billion project is expected to be completed in 2020.
It involves the construction of a new passenger terminal building which could accommodate eight million passengers per annum.
Once completed, Clark airport’s total capacity would increase to 12 million passengers per year from the current four million.
In addition, the project covers construction and installation of all required landside and airside facilities to support the operations of the new terminal.
