The List of PPP Projects, pursuant to Section 6 of the Republic Act No. 11966 or the Public-Private Partnership (PPP) Code of the Philippines and Section 14 of its Implementing Rules and Regulations (IRR), refer to infrastructure and development projects and services identified by the Implementing Agency (IA) that may be financed, designed, constructed, operated, maintained, or any combination and variation thereof, by a Private Partner through the PPP Code and its IRR, without prejudice to the right of the Private Proponents to submit Unsolicited Proposals under Section 10 of the PPP Code and Section 48 of the IRR.
Section 6 of the PPP Code also provides for the identification and development of PPP Projects which shall be guided by the following principles: effectiveness in meeting government objectives, appropriateness of the chosen procurement modality and source of funding, VFM, accountability and transparency, consumer rights, affordability, public access, safety, and security. All PPP Projects shall be consistent and responsive to national, local, and sectoral development and investment plans.
The List of PPP Projects also serves to help the private proponents by giving them early visibility into the IA’s priority infrastructure opportunities.
Various Lists of PPP Projects were sent to the Department of Economy, Planning, and Development, the PPP Center, as well as concerned Regional Development Councils and Sanggunian of Local IAs, within thirty (30) calendar days from the effectivity of the IRR on April 6, 2024, and were published on the official websites and other official digital platforms of the PPP Center, and the IA within twenty (20) calendar days from the final day of submission. Any updates to the List of PPP Projects are published within five (5) calendar days from receipt of such update to ensure transparency and accessibility.
