Good morning, ladies and gentlemen! Thank you for taking the time to attend this momentous event.

As we continue to pursue providing quality infrastructure services for the benefit of the Filipino people, we enjoin all investors present here today to participate in the tender of one of our projects, the first of its kind in the country — the Regional Prisons Facilities through PPP.

Through this project, we envision to provide adequate living spaces, facilities, and address the basic needs of the inmates from the New Bilibid Prison and the Correctional Institute for Women. This project entails construction and maintenance of the facilities and will have a monumental impact in shaping the future of those who are currently behind bars. We look forward to seeing the day when this project comes to fruition, not just the building of a new Prisons facility, but also in transforming the lives of our countrymen.

I hope that after the very informative presentations of the speakers before me, we have stimulated your interest to participate in this project. We look forward to your valuable inputs and suggestions during the open forum.

Following the issuance of the Invitation to Prequalify to Bid and the Information Memo, we hope to successfully tender the project and get the best deal for both the public and private sector alike. This is the true essence of robust PPPs after all – reasonable returns for the private sector while ensuring the delivery of effective and high-quality infrastructure projects for the public.

As we have done in the past, we assure all of you here today that we are working to make the bidding process as smooth as possible. At this point, I want to thank our partners in development, the Department of Justice, Bureau of Corrections, and our transaction advisor, the Rebel Group, for initiating this event and for taking a step towards enriching the lives of Filipinos through improved social services.

Again, I enjoin everyone, especially the private sector representatives present here today, to air your questions, concerns, and suggestions for us to be able to provide the appropriate response. We thank you for your unwavering support to the PPP Program and we look forward to building more successful partnerships with you.
