The Department of Transportation (DOTr) and the Philippine National Railways (PNR) invite interested parties to qualify and bid for the Operations and Maintenance of the North–South Commuter Railway (NSCR) Project under a Public-Private Partnership arrangement.
The NSCR Project aims to deliver a modern, efficient, and integrated railway system connecting Clark International Airport in Pampanga to Calamba, Laguna, traversing the provinces of Bulacan and Pampanga in Region III and Metro Manila. The Project seeks to enhance connectivity, reduce travel time, and promote economic growth across Luzon.
The Instructions to Bidders provide the procedures and requirements of the bidding process, as well as the basic information that interested parties must be aware of and should follow in the preparation and submission of their respective qualification applications and bid proposals.
