Overview

The Tourism Infrastructure and Enterprise Zone Authority (TIEZA), with support from the PPP Center, is developing the Mount Data Lodge Project (the “Project”). The Project aims make the lodge a well-known tourist destination in the Mountain Province and to contribute in the revitalization of tourism in the area.

As part of initial stages of project development, TIEZA is conducting this preliminary market sounding activity to solicit insights and feedback on the project terms from interested private sector investors. This activity will run from May 3 – 8, 2021 and is facilitated through an online form or one-on-one meetings with the PPP Center.

The objectives of the market sounding activity are as follows:

• Provide a brief background and envisioned scope of the Project to the potential private sector participants;
• Gauge the interest of the private sector to partner with TIEZA for undertaking the Project as a PPP;
• Determine the level of interest, capability, and experience of the private sector (including lenders) to undertake the Project;
• Identify potential issues or problems that may affect the Project, particularly its viability;
• Obtain insights from the private sector, including the lenders, on how to make the Project more attractive and bankable; and
• Understand key considerations of the private sector regarding their potential involvement in the Project in partnership with TIEZA.

Project Title:Mt. Data Lodge Project

Project Description

Mt. Data Lodge, is built atop a sloping terrain on one of the highest peaks in Sinto, Bauko, Mountain Province. The lodge was established in the early sixties serving as stop-over for the tourist and travelers to and from Baguio City, to the famous hanging coffins and burial caves of Sagada, and ultimately the World Heritage Site of Banaue Rice Terraces. The lodge has twenty-two (22) private rooms, two (2) dormitory rooms, and other facilities such as meeting room, function room, dining hall, bar, sun terraces, parking, picnic area, eco trail, etc. The property has a total land area of 7.7 hectares.

The property is currently undergoing rehabilitation of the existing structure to upgrade its facilities and utilities. The rehabilitation, which is initiated and funded by TIEZA, started last January 2020 and is currently at 90% completion. The rehabilitation works include the entire renovation of the rooms, toilet and baths, kitchen, dining, and picnic areas. Aside from the rehabilitation, TIEZA will also develop the facility’s perimeter fence, guardhouse, powerhouse, a new elevated water tank, street lighting, new water and electricity lines, new picnic sheds, and a new coffee shop.

The project involves the expansion, operations and maintenance of the lodge including the development of additional facilities, amenities and services that will be introduced. The additional assets to be constructed by the private sector include the following:

• Additional accommodation facilities (Log Cabin)
• Pavilion
• Conference Hall
• Staff House
• Additional Picnic Sheds
• Green Restroom
